China's General Administration of Quality Supervision, Inspection and Quarantine, strict supervision and inspection of products such as textiles and garments for export

In a report published on January 10, the Business News Agency highlighted key developments from the National Quality Inspection Work Conference in mainland China. During 2010, the Administration of Quality Supervision, Inspection and Quarantine (AQSIQ) intensified its oversight of import and export commodities not covered by mandatory inspection requirements. A total of 61,400 batches of non-compliant industrial products were identified, with an estimated value of $3.826 billion. Additionally, 129,000 cases of substandard exports were addressed, involving goods worth $519 million. In the area of export commodity inspections, a comprehensive classification management system for export enterprises was fully implemented. Following the global financial crisis, major markets such as the U.S., EU, and Japan introduced stricter regulations regarding toxic and hazardous substances in consumer goods like textiles and clothing. The AQSIQ conducted thorough investigations into business entities to ensure that Chinese export companies were well-informed about these new requirements and could effectively adapt their practices. Furthermore, enhanced supervision was applied to goods exported to Africa and the Middle East. Pre-shipment inspections were strengthened to ensure consistency in inspection standards and to improve the overall quality of products entering these regions. Regarding imported goods, 53 cases of defective automobiles were handled, and 50 recalls were announced—accounting for nearly 49% of all vehicle recalls during the same period. This involved approximately 158,000 imported vehicles. Two auto parts were also recalled, affecting 10,069 navigation systems and 5,650 sunroofs. The scope of pre-shipment inspections for imported waste materials was expanded, covering 48 countries and regions, which accounted for over 98% of such inspections. In 2010, the Chinese General Administration of Quality Supervision, Inspection and Quarantine made significant progress in establishing quality and safety demonstration zones for exported food and agricultural products. A total of 1.78 million batches of food were exported to 217 countries and regions, achieving a pass rate of 99.95%. Meanwhile, 571,000 batches of imported food from 185 countries and regions were inspected, with an unqualified detection rate of 2.2%.
